Time is measured in ticks. 100" (ticks) == 1' (minute)
No concept of rounds or phases
All actions take given number of ticks

Simultaneous Actions
Use the initiative roll from the previous action. If they are equal, then actions are truely simultaneous
Combat Action - Attack
Attack is declared.
Weapon's Attact Time elapses
Attack is resolved
Weapon's Recover Time elapses
If attacked thing dies, before the attack is resolved, then there is no need to wait for the attack time to elapse. Simply begin recovering then.
